Abandoned?

Spotted this fixie in Woking last week, it's in a sorry looking state.
Was still there this week when I took this photo.
Locked to the railings but why would anyone leave it there?

Might have to ask in the shop it's outside if they know who it belongs to, or go into town one night with some bolt croppers...
